Seaweed is a hidden material that you need to find and get your hands on. Its quite rare to get it as drop. You will need to fulfill the Request for Seaweed side quest by Valen same as Tea Seeds. How to Get Seaweed

To find Seaweed, you need to reach the beach. Head towards the east from the farm till you reach the Sweetwater farm. From there you head towards the south and reach the beach. Once you reach the beach, you need to swim into the sea. There will see some circular and bubbling spots. You can find them better if you dive into the sea. Press spacebar to dive.

Reach the bubbling spots and you will be prompt dive into the sea. Swimming your character upto the spot and use E button to interact with the dive spot. Diving will be get you an reward and there’s a chance that you can get rewared with Seaweed. Tis could be calms and treasure chests.
