Once you are sure that they are wearing a dog tag, you need to approach them. Tiptoe to them silently to make them surrender. Point your gun from the back side to make them still. Now you can walk up to them to the front with a gun stuck to their head while holding the L1 button. This will scare them and they might drop their tag.

In case of difficult enemies, you have to shoot on their hands or legs. The pain will make sure that you are not bluffing around. If you want to scare them but not shoot, then use a heavy weapon like RGB6 or a Stinger.
